Integrating Māori perspectives, this report seeks to innovate sustainable marine economies with a focus on cultural and ecological sustainability.
Te Ao Tūroa Economies report focuses on integrating Māori perspectives into marine economy development within Aotearoa. It aims to utilise findings from the Sustainable Seas Challenge to deepen understanding of Māori ways of knowledge, in particular how they apply to nurturing sustainable, marine-based economies. The concept revolves around Te Ao Tūroa, advocating for harmonious activities that support a natural, continuous flow of life and sustainability of resources.
Te Ao Tūroa Economy is defined as one that fosters regenerative use and preservation of marine resources and cultural values. The framework's pillars include Wao Atua, Wao Tūpuna, and Wao Tāngata, representing natural space and time, ancestral knowledge, and contemporary people and practices respectively. The synthesis program stresses the importance of these interconnected domains to enable a regenerative marine economy while highlighting key integrity markers like mauri, mana, and whakapapa that reflect intergenerational continuity and ecological wealth.
To realise a sustainable marine economy, the directives suggest incorporating Māori understandings of ecosystems, upholding intergenerational knowledge through whakapapa, and embracing Mātauranga Māori in research. Future recommendations highlight the necessity of Te Ao Tūroa principles in policy, calling for a genuine Te Tiriti partnership and a transition to ecologically and culturally attentive economic practices. Emphasis is placed on the cultural and environmental preconditions needed to sustain a thriving Te Ao Tūroa economy.
The economies built on the concept of Te Ao Tūroa centre not just on financial transactions but also on sustaining cultural practices, language development, and providing resources that support a wealth of cultural, ecological and intergenerational values.
Wao Atua, Wao Tūpuna, and Wao Tāngata are fundamental to Te Ao Tūroa economies. These concepts signify the importance of space, time, ancestral knowledge, and current practices in supporting a regenerative ecosystem for marine management.
For a Te Ao Tūroa economy to thrive, policy, research, and strategic planning must incorporate key principles of a Te Ao Tūroa framework. This ensures respect for Māori perspectives and the intergenerational stewardship of marine resources.
